One of the most controversial changes in Windows 11 was the apparent removal of the option to create an offline account during the initial installation (OOBE). The system tries to force an internet connection and login to a Microsoft Account.
At Task_Log, we advocate for easy choice options. We believe you should have the right to decide how to configure your machine, whether for privacy concerns or simply because you don't have internet access during formatting.
Below, we present the technical method to regain control of your installation and create a local user.
Step 1: Accessing the Command Prompt
When you reach the initial setup screen where Windows asks you to choose your country or connect to a network:
- Press the Shift + F10 keys on your keyboard.
- (On some laptops, you might need to hold Fn + Shift + F10).
This will open a black command window.
Step 2: Disabling the Network Connection
To ensure the process works without Windows trying to "talk" to servers in the background, we will manually disable the adapter.
In the command window that opened, type the following command and press Enter:
The classic "Network Connections" window will open:
- Right-click on your active Wi-Fi or Ethernet adapter.
- Select the Disable option.
- Close the Network Connections window.

Step 3: Performing the Bypass
Now, we will instruct the Windows 11 installer to skip the internet requirements check. Back in the black prompt, type exactly:
oobe\bypassnro and Press Enter. Your computer will restart automatically.
Step 4: Creating the Local Account
Windows will start the setup again. Proceed until you reach the network connection screen.
You will notice a crucial difference: there is now a button at the bottom saying "I don't have internet".
- Click on "I don't have internet".
- On the next screen, click on "Continue with limited setup".
- Create your local Username and Password.
Post-Installation: Re-enabling Your Internet
Since we disabled the adapter in Step 2, you will reach the Desktop without a connection. To fix this, it's simple:
- On the Desktop, right-click on the network icon in the taskbar (bottom-right corner) and go to Network & Internet settings.
- Click on Advanced network settings.
- In the list of Adapters, find the item that is "Disabled".
- Click the Enable button.
Done. Your Windows 11 is configured, online, and you have 100% control of the user account.
